Is it possible to become an officer aboard a marine vessel after completing seafarers apprenticship?

If so how long does it take to move up in rank (third officer engineer). Could I move at about the same pace as someone attending a traditional maritime college? Are maritime colleges in US worth the cost? What are the advantages of being a licensed officer? How would I become a licensed officer after completing the apprenticship? Answers to any of these questions are very appreciated!!
