Why is my Lovebird's cere and feet so dry that i could peel it out?

When i peel it out, she doesn't scream or anything. I doubt that she is sick as she is behaving normally. She has an acceptable weight, normal droppings, normal food and water appetite and normal behaviour. No changes in vocalizations. But it seems that her feet and cere is just so dry! I can peel the outline of her cere without hurting her as she is just acting normally when i did that. She's on a pelleted diet. Cages with plenty of toys and a big cage. Please help me?
