Legal basis for Supreme Court narrow interpretations on 14th and 15th amendments?

In the 1800s-1900s the Supreme court ruled with narrow interpretation on cases such as the Slaughterhouse cases and Plessy vs Ferguson. Their rulings almost diminished the value of the new amendments. Explain any constitutional/legal basis for their rulings/
